the scaling up of manufacturing capacity for transformative industrial technologies that are used to significantly and permanently reduce emission rates of CO2-eq of a commercial facility of an energy-intensive business, as defined in Article 17(1), point (a), of Council Directive 2003/96/EC, in the steel, aluminium, non-ferrous metals, chemicals, cement, lime, glass, ceramics, fertilisers, as well as pulp and paper sectors to an extent which is technically feasible
